Good God - The GAA Is Mulling Introducing The Black Card

Those who decry the GAA as an innately conservative institution take note: there are plans afoot to introduce a BLACK CARD to the GAA ref's disciplinary bag of tricks. This being the GAA it seems incredibly complicated but the HQ seems ready to go where no other sport would dare go by introducing a dark-coloured card into the ref's notebook. The GAA is clearly trying to address the issue of cynical fouling that consumed so much air time on the Sunday Game last summer.

I had to read the below about 10 times before it started to make sense to me.
